Submit a built furnishing file to the consumer reporting agency

POST/lending-furnishing/packets/{id}/submissions

Dedicated lending:furnishing:write human staff authority (the furnishing_officer role) and authentication within five minutes required; lending:read/write and API keys are refused 403. Consumer identity is accepted on build, sealed at rest, and never returned on a packet read. Submits a built (or failed) packet to the configured bureau and records the acknowledgment. An already-acknowledged packet is returned unchanged. No bureau URL answers 424 dependency_failed.
