Read, verify and retain the portal's signed acknowledgments of the holder report

POST/unclaimed-property-reports/{id}/acknowledgments

Fresh verified staff with payments:operations:write authority is required. Read, verify and retain the portal's signed acknowledgments of the holder report, including the remittance reference the later payment must carry. Customer authority is refused. Requests are strict single JSON objects bounded to 8 MiB; complete responses are bounded to 16 MiB and never silently truncated.
