Record the committed protected journal that applied a claimed receipt's parked cash

POST/transfers/retirement-receipts/{rail}/{receipt}/claims/{claim}/applications

Internal accounts service handoff. Records that the committed journal under the claimed command's key debited transit GL 2320 and credited the claimed protected account by exactly the receipt's amount, and marks the wire received or the ACH entry posted with that journal. A missing or different journal refuses.
