Hand a claimed receipt back to operations once its command's journal key is fenced with nothing committed

Internal accounts service handoff. Hands a claimed receipt back to operations after the accounts service fenced the command's ledger key; refuses when a journal committed under that key. The receipt then returns to its sender through the rail's own return.
