Read standing sweep mandates for an authorized account

GET/placement-sweeps

Bound owner for account_id or verified payments:placements:read/write reader; complete bounded mandate inventory with lifecycle state. Requests are strict single JSON objects bounded to 1 MiB; complete responses are bounded to 16 MiB and never silently truncated.
