GET/lending-monitoring/targets/{kind}/{target}/revisions

Dedicated read authority and a nonempty purpose query required. At most 200 revisions ordered by ID; pass the last ID as after to continue. Monitoring requires reporting_year=2026, risk grades use zero. Access is retained in the sensitive-read log.
