Independently reconcile an exact completed order accounting exception against actual cash and custody evidence

Fresh staff with both payments:investments:write and payments:investments:approve independently reviews the exact digest of the completed order, distinct from the original customer and trade approver. Only supported delayed-accounting exceptions can resolve after actual immutable cash claims and current signed custody units and explicit remaining income are verified. Review is retained; it cannot rewrite broker evidence or authorize another trade. Customers cannot reconcile exceptions.
