Independently reconcile an exact completed investment cash-event exception against actual source evidence

POST/investment-distributions/{id}/reconcile

Fresh staff with both payments:investments:write and payments:investments:approve independently reviews the exact completed cash-event digest, actual cash evidence and current signed custody and remaining-income observation. Supported delayed-accounting exceptions may resolve with retained review; competing dispositions remain blocked. The review never changes actual gross, withholding, fees, net cash or original receipt dates and cannot pay an event again. Customers cannot reconcile exceptions.
