Post the balanced ledger correction of an approved fee correction
POST
/fee-corrections/{id}/applyFresh verified staff with payments:operations:write authority is required. Post the independently approved reverse or adjustment as a balanced ledger journal. Replay recovers the recorded correction without posting a second one. A fee journal is corrected at most once. Customer authority is refused. Requests are strict single JSON objects bounded to 8 MiB; complete responses are bounded to 16 MiB and never silently truncated.
