Independently review the exact fee correction digest

POST/fee-corrections/{id}/review

Fresh verified staff with payments:operations:write and operations:approve authority is required; the reviewer differs from the maker. Review the exact fee-correction digest. The maker cannot review their own proposal. Customer authority is refused. Requests are strict single JSON objects bounded to 8 MiB; complete responses are bounded to 16 MiB and never silently truncated.
