Record an evidenced active/former consumer relationship; a KYC master record alone is not a relationship

POST/customers/{id}/privacy-relationships

Privacy writer service may assert only its own source_service and product_ref. All deposit products closed remains active with relationship_review_required until fresh privacy staff holding operations:approve records source_service bank, product_ref all_products and inventory_complete true with evidence newer than every source event and no active product. This prevents deposit closure from silently ending ongoing loan relationships.
