Open the exact encrypted prepared-document identity, recording the reporting actor before releasing the TIN

GET/customers/{id}/tax-document-identities/{identity}/tax-identification

Same restricted reporting authority. Full retained TIN is opened only for this exact customer's snapshot and an immutable read record is committed before release. Ciphertext is separately scoped to the snapshot and participates in managed key rotation. Generic service, ordinary staff, customer, API-key and third-party authority refuse.
