List retained customer record custody and preservation holds with an audited purpose

GET/customers/{id}/records

Fresh dedicated customers:records:read staff authority and nonempty specific purpose required. Each successful retrieval is recorded immutably. Lists return at most 200 ordered IDs; pass the last ID as after. Customer and ingest-service identities cannot retrieve these legal records. Content retrieval verifies the retained hash and refuses disposed payloads; custody metadata remains available.
