Create a contingency funding run

Requires verified staff reporting:write with fresh step-up. Runs require an independently approved scenario version that no approved version supersedes, the exact tied historical closing of a completed business date with every nonzero asset, contra-asset and liability GL classified (chart deposit GLs only as deposits), register advances at their original closing balances reconciled to the advance GLs, and the collateral register read on the next banking day; without the register the run is refused (dependency_failed), never assumed. Securities encumbrance is explicit per marketable security GL and no smaller than the register's live securities pledges; contingent flows are explicit, including an empty list. Results are cumulative sources and uses and net position by bucket per severity, stressed capacity per lender, survival days and indicator statuses. No liquidity coverage ratio or net stable funding ratio is calculated.
