Get a bank treasury redemption by ID

GET/ledger/securities/redemptions/{id}

Verified non-API-key staff/service with ledger:securities:read reads retained actual full Treasury repayment and original gross, withholding, fee and net cash evidence, native journal and accounting exceptions. A bridge scope alone grants no general redemption inventory access. Customers are refused even in local mode.
