Independently approve current AFS valuation and post exact balance changes

POST/ledger/securities/valuations/{id}/review

Fresh verified non-API-key staff with both ledger:securities:write and ledger:securities:approve required. Independent exact-content review rechecks current custody and lot revision and applies exact amortized cost, AFS adjustment, ACL, AOCI and allocated deferred-tax deltas. Effective-interest cost derives from the retained contractual schedule, not an imported scalar or unreviewed straight-line approximation. All mutations require verified authority even in local mode; customers and API keys are refused. Evidence JSON is strict and bounded at 5 MiB; complete responses are bounded at 16 MiB and never silently truncated.
