Get a bank securities order by ID

GET/ledger/securities/orders/{id}

Verified non-API-key staff/service with ledger:securities:read required. A service with only ledger:securities:bridge may read the exact order owned by its retained program subject; no general inventory access. Read exact bank securities order, issued command and actual evidence. All mutations require verified authority even in local mode; customers and API keys are refused. Evidence JSON is strict and bounded at 5 MiB; complete responses are bounded at 16 MiB and never silently truncated.
