Durably issue the reviewed reserved bank trade instruction

POST/ledger/securities/orders/{id}/dispatch

Fresh verified non-API-key staff with ledger:securities:write required. Fresh staff rechecks current authority, exact governed dealer nonaffiliate classification and intact reservations before retaining the exact issued instruction. The configured service reads only its own order; transport acknowledgement never means actual trade or paid cash. All mutations require verified authority even in local mode; customers and API keys are refused. Evidence JSON is strict and bounded at 5 MiB; complete responses are bounded at 16 MiB and never silently truncated.
