Accrete exact daily effective-interest amounts to an exclusive start-of-day boundary

POST/ledger/securities/lots/{id}/accruals

Fresh verified non-API-key staff with ledger:securities:write required. to_date is an exclusive start-of-day boundary. Closing through day D requires D+1. Exact integer cumulative effective-interest rounding determines each dated increment; contractual settlement remains the start after late delivery. No cash, maturity payment or current tax is inferred by accrual. All mutations require verified authority even in local mode; customers and API keys are refused. Evidence JSON is strict and bounded at 5 MiB; complete responses are bounded at 16 MiB and never silently truncated.
