Recover one step of the oldest due close; fresh staff step-up required
/close-runs/advanceRequires operations:write and a staff identity with operations:approve, no API key, and authentication within five minutes. Advances only one step of the oldest due approved close; accepts no date, step or dependency override. A blocked result retains the exact step, the problem code in last_error and the module's own words in last_reason; each attempt record carries its reason when blocked and the admitted source's source_sha256 when the module's source carries one. Idle or disabled scheduling returns an empty run.
