Answer one shared ATM network message for a card the bank issued

POST/cards/atm/network/messages

Requires the verified svc_atmnetwork service JWT with cards:atm:network. Body is one bank-defined ISO 8583:1987 message (application/vnd.corgi.atm-network.v1) for a card the bank issued at another ATM. Not a certified Pulse or STAR interface.
