POST/agency-remittances/{id}/submissions

Fresh verified staff with payments:operations:write authority is required. Hand the issued remittance's exact transmitted agency message to its agency through the configured adapter. A retry after a lost response recovers under the same submission reference. Deployed payments with AGENCY_ADAPTER=unconfigured refuses the hand-off and the remittance stays issued. Customer authority is refused. Requests are strict single JSON objects bounded to 8 MiB; complete responses are bounded to 16 MiB and never silently truncated.
