Reserve full legally binding bank-credit commitment before approval

Executing service subject must be allowed by current independently reviewed policy. Reserve before binding legal commitment, at full gross amount. Resolve exact approved plan and current borrower/attribution classifications; serialize single/all-affiliate limits using filed capital and all unreleased commitments. Supported affiliate execution is a USD term loan secured by actual nonexpiring earmarked cash held in the ledger. Affiliate revolvers and other unsupported covered types refuse. Reference, actor and terms replays never consume capacity twice. New covered execution honors the latest failed observation; funded affiliate obligations require a current-policy observation no older than five minutes with source revisions revalidated, and observed exposure growth is added before limit checks.
