Execute independently reviewed obligation termination after actual repayment and funding reconciliation

Release needs an independently approved termination record, every authorized funding reconciled to actual ledger, and zero actual principal balances before capacity and collateral release. Funded affiliate payoff must also show zero accrued interest, unpaid fees and undrawn obligation; a nonlocking revision callback detects source changes before release, and the actual payoff payload is retained. Original and additional cash holds all release through the reviewed termination. No automatic expiry.
