Execute an independently reviewed additional earmarked cash pledge

POST/affiliate-controls/collateral-adjustments/{id}/execution

Fresh affiliate approver executes an independently reviewed additional cash pledge. Actual individual account owner/currency/status and available funds are verified; an immutable compliance-owned legal hold is placed without expiry. Retry retains the same hold and pledge. Existing pledged funds remain restricted until independently reviewed obligation termination and actual repayment evidence.
