Verify an exact retained retirement or contractual-fee journal for the restricted ledger verifier

POST/accounts/protected-movement-proofs

Internal actual svc_ledger service identity with only accounts:protected:verify and no API key. Read-only exact immutable retirement command or captured contractual fee proof; generic relabelled interest, fee, transfer, reversal and cash instructions cannot bypass classification.
