Retry a bounded batch of durable consumer deposit privacy relationship deliveries

POST/accounts/privacy-relationship-runs

Deposit servicing staff with accounts:servicing:write or service with accounts:write required. At most 200 immutable account opening/closure instructions are retried with durable attempt evidence and stable customer idempotency keys; former evidence waits for active acknowledgment. A singleton worker also retries every minute. Legacy consumer accounts are backfilled from captured opening/closure dates and product contracts.
