POST/accounts/{id}/retirement-tax-delivery-consent

Actual bound sole-owner session only. Tax-specific consent is independent of marketing and ordinary statement elections. A current policy and fresh one-use format-access proof are required to consent. Withdrawal needs no proof, takes effect immediately and retains the reviewed written confirmation. Idempotent replay cannot restore an earlier election; sequence order defines current status.
