List evidenced estate/POD cash disbursements and retained ledger receipts

GET/accounts/{id}/estate-disbursements

Fresh dedicated accounts:estate:read staff identity. Returns at most 200 commands in ID order; after is the final command ID. All authority, identity, allocation, decision, execution and cancellation evidence is append-only.
